What is a 'Neutral' Indicator?

These are indicators that are stated in such a way that they do not contain specific numbers or percentages. Likewise they do not include words such as ‘increase’, ‘reduction’ etc. The aim is to ensure that indicators remain non-directional and as a neutral criteria providing evidence of change, rather than targets to be achieved.
